A consultation will need a range of marketing collateral. Each phase can be broken down into three different stages, and each stage has a different set of channels to use to effectively guide stakeholders and the public through the consultation process. The table below sets out the journey through the various stages.

Purpose

To create awareness of the consultation, and promote the public exhibitions.

Fully explain the proposals and consultation process. Gather feedback from stakeholders and the public.

Provide a summary of the outcomes of the consultation that has been undertaken, and explain the next steps in the process.

Timings

Promotion should begin two weeks before the launch of consultation.

A consultation period should last between four and eight weeks.

After feedback from the consultation has been reviewed.

Desired outcome

The consultation has been promoted thoroughly. Stakeholders and the community are aware of it and their participation has been encouraged.

Stakeholders and the community understand our proposals and the consultation process, and are able to submit meaningful feedback.

Consultees are kept updated on the results of the consultation. Network Rail is perceived to be open and transparent.

Flyers should be sent to residents and businesses identified as being in the catchment area. The design team can use their mapping system to work out the numbers of each in any given area, so talk to them to find out how many flyers you will need. The distribution of the flyers should be allocated to the design team. Flyers should be A5 format, and we recommend putting them in C5 envelopes branded with the Network Rail logo.

Legal Review

All documents/materials which will be used during the consultation should be reviewed by internal and external legal counsel prior to going public. The materials should be signed off and approved by key members within the project.
